I have bought ISP adapter but is not working with Renesas V850.

What module are you reading, what error are you getting?

I tested with ford fusion HS7T-14b321-AF and Tesla 1512876-00-E
the error : Target not found

Are you using a 12V power adapter to power the CPT?
If you are using old (nokia type) it will not work!

I am using the new power adapter

This means that either you have done the wrong modification of CPT to CPT PLUS, or you have wrongly connected the processor to the ISP.
I'm afraid I won't be able to help more.

If you think that you have done everything correctly, the only thing I can suggest is to send the CPT programmer and ISP Adapter to our company to check the device and possibly repair it.
